Somalia’s instability is sustained by a hybrid threat: ideological extremism, political fragmentation, and youth disenfranchisement. Security is too often outsourced, governance too often transactional, and unity too often conditional.

Doctrine Application:
Internal Sovereignty demands that security and legitimacy be Somali-led, constitutionally grounded, and nationally owned.

The goal is not control – but coherence.

Policy Actions:

  • National Security Architecture Reform:

     

    • Professionalise the Somali National Army under a unified command and merit-based promotion.
    • Empower community-led intelligence and counter-insurgency networks to integrate local legitimacy.
    • Establish a National Security Council Secretariat to coordinate policy, operations, and oversight.
  • Clan-Inclusive Governance Model:

     

    • Transform clan identity from a source of division into a mechanism for structured consensus.
    • Introduce a Council of Elders for Constitutional Dialogue to integrate tradition into the legal order.
  • Anti-Corruption with Teeth:

     

    • Launch an Independent Public Contracts Authority with prosecutorial powers and transparent e-procurement systems.

Digitise all federal financial flows to create real-time public auditability.

II. ECONOMIC SOVEREIGNTY

Self-Sufficiency. Innovation. Infrastructure.

Diagnosis:

Somalia’s wealth lies dormant – in its waters, youth, and trade routes – while foreign actors and illicit networks drain national capacity.

The problem is not scarcity, but sovereignty over opportunity.

Doctrine Application:
Economic Sovereignty transforms aid dependency into productive independence. Somalia’s economy must shift from extraction to innovation – led by Somali ownership and designed for long-term resilience.

Policy Actions:

  • The Blue Economy & Port Modernisation:

    • Revive key Somali ports through public-private Somali partnerships.

    • Expand Somali-owned fisheries and establish a Maritime Protection Agency to combat illegal fishing.

  • Digital Leapfrog & Financial Inclusion:

    • Implement an enhanced and acceptable National Digital ID System to integrate citizens into secure digital banking, land registry, and public services.

    • Create a Somalia Innovation Fund to seed youth tech startups and fintech solutions.

  • Infrastructure for Sovereignty:

    • Invest in renewable energy corridors and agro-industrial hubs linking federal states.

    • Modernise customs and tax collection to finance growth without external control.

III. INTELLECTUAL SOVEREIGNTY

Education. Culture. Critical Thought.

Diagnosis:
Somalia’s greatest loss is not material — it is intellectual.
Decades of conflict have eroded critical thinking, civic values, and creative confidence.

Doctrine Application:
Intellectual Sovereignty builds the Somali mind as the ultimate national resource — disciplined, creative, and proud.

Policy Actions:

  • The 2030 Somali Mind Initiative:

    • Overhaul curricula to integrate STEM, civic ethics, and Somali literature.

    • Train a new generation of teachers as “architects of national identity.”

  • Somali Institute for Advanced Studies (SIAS):

    • Establish a flagship research and policy institution linking universities, diaspora scholars, and industry.

    • Make Somalia a hub for African intellectual renaissance.

  • Cultural Renaissance Fund:

    • Support filmmakers, historians, poets, and artists who tell Somalia’s story to the world – on Somali terms.
